Why does my (Vaio VGC-RB52) computer devotee save running?

From the moment I turn it on it make a huge whirring nouns and then continues next to a sound to be exact not as loud. It keeps running even if the computer isn't doing anything. I open up the task executive and it is always giving a CPU usage above 50%. System Idle process- CPU other some where around 40. SSCEVT~1.EXE- CPU other around 30%.
