Why do some put electrical cassette over the motherboard?

mounting holes contained by the case, what is the supremacy? i.e. the motherboard spacer is sitting on a piece of electrical tape covering the hole within the case.

Why do some put electrical cassette over the motherboard?

The simply reason I can imagine of is trying to avoid a short circuit in a defective casing by using the video to somehow insulate contacts on the board.

This is never necessary contained by a properly designed & undamaged case and/or board.

... could enjoy been worse .. may hold used duct tape ( a la Red Green) instead...lol !
